When your orange peels are hard enough, break them into small pieces and put into your herb grinder until they are small pieces.

Spread the pieces back onto your dehydrator and dehydrate again until they are completely dry.
Most often, when you grind the peels, they still have some wetness inside. Dry them on the same section, in 15-minute intervals until they are completely dried out.

Then, put into the grinder again until it turns into a powder.
